To keep it from waving "Hi Mom" when you do the corners.
There are several theories on this, but the facts are with proper tip weight, and without the extra flap, the outboard wing will drop in the corners. Adding the extra outboard flap adds lift out there to counter the problem.

Somewhat more specifically, if you didn't have the extra area, it would act as if it needed less tipweight for squares than rounds, and less tipweight in rounds than level flight.
