That's Jeff Kemp's Gee Bee Z. He published a construction article with two pages of detailed plans in the 3/02 Model Aviation. The wing (modified and braced I-beam) and fuselage are intricate. I only saw it fly once. It seemed to fly well and had a quick turn. Plans are available through AMA.

Vern Clements of Caldwell, Idaho, sells plans for this one, both 1-1/2" and 2" scale. His plans eclipse any and all others I've ever seen. Don't have his ph# handy, but call information for it: the Caldwell, Idaho Operator can see his house from her office! She'll tell you if he is up.
Vern also advertizes in Stunt News.
By the way: Vern won the C/L Nats in 1960 with his Gee Bee R1.
