This event has been done in the St. Louis area for several years. Four or five judges are picked, mostly from spectators. Diversity is sought, not expertise. The contestants fly however they like, and each judge grades the total flight on a scale of 0-100 as they see fit. Judges are given no guidance other than being told to give a score on the 0-100 scale. Scores are averaged and high score wins.

This event can be ruled by one airplane...

One contest there was a BiSlob entered, and flown the best I have ever seen one flown. It came in second to an expert-level flyer who did a great job of coreography (spelling?) of his flight with a Twister. A similarly coreographed BiSlob would be very hard to beat.
Believe it or not, I was reading a rules proposal by a friend of mine earlier this evening that outlined an event just as you were describing. I guess we will see if it makes it.
