Fancy Pants OTS Legal?

Is Fancy Pants (Brodak kit) OTS legal? I tried to get a list from Dave Day's site but for some reason I only get the "A's" and "B's" not the complete list. I've also sent in for the PAMPA rules and Tom Morris' book of Old Time Stunt Plans but it wont be here for a while.

It was produced after 1952. Can't tell you when, other than approximately late 1950's, early 1960's.
