I am wanting a set of these plans, because I want to build them up for training young people. I tried getting hold of Bill Schmidt--he used to have the plans.

Dave, Bill's work takes him away from home for days at a time so you may have to keep trying. How did you try to contact him? I live not too far from him and might be able to catch him between jobs.
