Is there a different set of regulations for PAMPA?

YES. Pampa classes have differant building rules.
Old Time stunt is based on the 1952 rule book.....I think.

If you look on "page" 11 of the 19 pages in the pdf file, you will see events 323, 324, 325, and 326. They are called "Skill Class Precision Aerobatics" (aka PAMPA events), and you can see the rule set, including how to make Skill Class Challenges (section 4) on those sandbaggers that you know!

Event 322 (I think) is the Nationals style event where you need to be BOM. The rule book is written in a slightly funny (=strange) way. Unless explicitly mentioned otherwise (like the BOM non-requirement in events 323-326), the rules are cumulative. So the BOM requirement isn't mentioned in the CL precision aerobatics part of the manual (but I might have missed it on this cursory read), it still applies to event 322--coming from the general CL rules--again I think that is where it is.

Sorry for all the "I thinks". There are a lot of connecting threads in the AMA Rulebook, and I am not super clear on all the details.

OTS and Classic are not AMA events. There is a set of PAMPA rules and scoring sheet and also a set of GSCB rules and scoring sheet for OTS. The pattern flown in OTS is the 1951-52 AMA Precision Aerobatic Pattern. Classic is a PAMPA event which utilizes the present AMA pattern.
