The PAMPA OTS rules were changed several years ago to allow changes to original designs that that did not have a landing gear that would otherwise allow unassisted takeoffs as required by the OTS rules.
From the PAMPA OTS rules, effective in January 2000:
"3.1 Allowable Modifications
...
3.1.1.3 Undercarriage addition. A landing gear may be added to those model designs that originally had a drop-off gear or had no fixed takeoff/landing gear.
...
3.1.1.3.2 Model designs with no takeoff/landing gear. If the original model design did not have a takeoff/landing gear, the design of the added takeoff/landing gear must be consistent with the prevailing takeoff/landing gear used on similarly configured model designs of the era. "There, you have the rules. Draw your own inferences. I do know that the rules as above were written to allow the addition of a functional landing gear for those models that just had a single wheel on a short strut that would be usefull only for landing. There were several combat designs from the OTS era that were so configured. (The Combateer by Young and Huiet and flown by George Aldrich, published in February 1952 Air Trails is a notable example.) Until this rules change went into effect, those designs as well as a multitude of other gearless OTS could not be flown in OTS in the PAMPA OTS event.
I also know that for a "normally configured" OTS design, that the intent of the rules is to require "two main wheels separated from each other by an appropriate distance". I do not think that anybody should be overly strict on how these rules should be enforced, but I think that the intent here is clear that two main wheels should be used.
I want to make clear that these comments have nothing to do with the Garden State Circle Burners' rules for OTS.
