This might be worth a try.
The utility knows they have no easement.
They know that going to court and beating you
can be expensive. The will do the cheapest
thing possible to end the problem.

Offer to swap an uncontested easement on your property
if they will bury the lines gratis. You can cause them
to spend a bunch of money by just SUGGESTING that you
plan to go before the Public Utilities Commission
to fight this. They will probably be happy to
get rid of a non-conforming property encroachment
by burying the lines.

Asking the questions is free, and it is the
low buck way for everybody to go .........

Thanks for the tips! I am pretty much resigned to paying my attorney $1000 to win the war, but I will take one more swat at the cheap approach.

I am a little lucky that my attorney (James Burns Earle III, aka "Burns") wins all the time. He overcharges me, tells me I have no chance of winning, then wins. It is fun to have an attorney that bangs his fist on the desk, argues with you, calls you a fool, asks for a bigger deposit, than gets the job done. What more could one ask for?
