Yes indeed, I had one of the North Pacific handles in the 60's

You have a North Pacific Ready Reel which carried .015 lines internally. Originally, the lines were wound up internally at the top and bottom of the reel. You are missing the rewinding disc that snaps into a hole in the side of the handle and rewinds the lines. The rewinding disc had a strip of rubber aound the circumference of the disc which engages two plastic wheels which are located at the top and bottom of the handle.
They were meant to be a competitor of the Ureely, but weren't very popular. There was also an .049 version of this reel marketed by North Pacific.
