can any one help

i have bought a zhongyu 125-7 and there is a cable coming down fby the gear lever and i dont know were it goes can any one help also do i need to put oil in with the petrol because there is no oil mixer or do i not need to do this due to the fact its a four stroke first bike and very unsure any ones help would be great
