There is a pop-up user agreement that pops up when you click on registration. Either you have a popup eliminator or a firewall that is preventing it from popping up with the result that the software takes this as a "do not agree".

Either turn off the popup eliminator at the time of registration (there are no advertisements on the site) or, if you cannot get it through, send me an e-mail with your preferred user name (I like your actual name as it makes it easier for others to find you) your city/state and preferred password and I will set it up for you.
